Any Whiteside County Listeners?

Are there any Whiteside County listeners in this forum? I'm looking to add public safety agency unit numbering information to the Radio Reference wiki for Whiteside County and am hoping to get some input from a local listener. For example, I heard "381" working Whiteside County sheriff's dispatch on STARCOM21 talkgroup 34450. Which agency is "381" with? Also, hearing "SAM" and "DAVID" units there. Sheriff's Department units? I'm not seeing this information in the wiki.

All police use numbers in the 300s, no set ranges (i.e. Sheriff is 301, 343, 377. Erie uses 305, 342. Tampico is 312, etc). Not sure what Rock Falls/Sterling PDs do, their repeater is very low power from what i can tell

Per the Radio Reference database, Sterling and Rock Falls PDs are dispatched by Twincom on encrypted SC21 talkgroups.

I doubt they're on starcom. I hear them through some static every now and then when VHF opens up
