Uhh, since I wrote the software, and I don't use XML files, I'm going to have to say you don't know what you're talking about. Again.

Then you're an idiot because the entire NWS data section is based off of XML. So whatever you're using to supply data to your scripts is probably completely delayed if you're not using it.

All my data is completely supplied directly from the NWS with XML so it is updated instantly using the same methods and elements that are using in the NWR alerts.

Yes it is an exception. Show me a city that is part of a county that has it's own SAME code. SAME codes are primarily county codes.

No, that would be completely wrong. NWS data starts with the text product.

From there, data is converted to XML format for the webpage you are apparently using. That introduces a delay, so those using XML will have a lag over those who get the data directly from the NWS push feed (Weatherwire.)

I found this very fascinating, because one person must be right and the other wrong (I have an idea which is which). But this back and forth is probably very confusing to the poor OP that just asked a simple question.

But to be honest - he was asked to clarify (he asks for cities, then for counties, then was referred to the manual) and hasn't done that good of a job yet. We're still here if he needs help
