There options that have been flashed into the radio to enable the radio to do those options/features. If you had an XTS3000 that did not have the astro flashcode option installed, you would need to get the radio flashed with that flashcode option in order to operate in digital mode. The radio is capable of operating in digital mode right out the box but you need that flashcode option installed in order to enable that feature on the radio. It's just another way for Motorola to make more money, as if selling an XTS3000 for about 3 grand wasn't enough.
