APCO Digital For Hudson County question.

I'm trying to get Kearny PD on my BC796D, but their transmissions are still scrambled. What am I doing wrong?

Will the unit not decode scrambled APCO stations?

they are running full time encryption, go fig. no scanner could decrypt an encrypted signal that is being tranmitted.
