You'd have to be a bit more specific about the source and target (what scanner you're sending from to where the data will go); however there are a couple of options;
a. Program it for that individual using a laptop (I've done this a couple of times...)
b. Dump your source data into a comma seperated values (.csv) file and let the individual use whatever software they are comfortable with. The better software packages can use .csv files as an import source.
You have to be kinda careful - if you are going from a non DMA scanner to a DMA scanner, there's a fair amount of other setup you would need to do (setting up system/quick keys, ect.)
I would check the wiki for the target scanner - there is some freeware out there - not a lot, mind you, but there is some - perhaps that's a possibility. For example for the Uniden DMA scanners there's FreeScan (and the recently released FreeScan396) and BCTool. There are also a couple of tcl/tk packages that are freeware. I don't know this for sure, so someone jump in here, but there's the 780 Programmer (if it's still around) for the BC780, and there are a couple for the 245 and 895. What's your poison?
