I have an Arcom RC210 Controller and I can password the controller so that over-the-air programming can be blocked, but is there a way to stop access to the programming port on the back of the RC210 short of unplugging it from the controller.

I'm a little confused by your question. The RC210 is the controller, so I don't know how you are unplugging the RC210 from the controller. Maybe you are talking about the cable from the connector on the back of the controller's enclosure to the RC210 circuit board.

Physical security is kinda up to you. Install all of the screws in the cover of the controller's enclosure. Install the controller in a locked cabinet. Install the cabinet in a locked room. That's how it's typically done.

There's no provision to disable the serial port via software or DTMF command. As a deterrent you could move the serial tx/rx wires to non-standard pins on the RC210R rack enclosure DB-25 & keep the matching custom programming cable off site.

Well, one of several options would be to use one of the RC210 digital outputs to control a reed relay mounted inside the RC210 enclosure. The serial line would be disconnect by default (relay open) then closing the relay over the air or in person by sending a DTMF code, enabling programming.

As an aside, I imagine you know about the RC210 group here.
