What frequencies do ARINC use to talk to the aircraft? I am referring to the ground to air traffic. Here in Houston I can hear the 131.175 air to ground but not the ground to air. Where would I find the ground Channel?

Ground is using same frequency, however to hear the ground portion you'd need to be near the source (ie at airport).

The ASRI license used in the Houston area is linked above. You would have to be close to the IAH airport to be able to hear the ground to air transmissions. This is designed to be available to aircraft on the ground at IAH.
