Arizona Game and Fish to AZWins

Anyone have info that Game and Fish will go over to AZwins?
Also, Are all the legacy assignments for state agencies like ADOT going to remain or will the state let them expire?
I have herd about DPS but no one else.

AZGF is likely to be one of the last agencies to ever switch over to AZWINS. Why? Because AZGF receives no direct funding from the general revenue fund. All their funding comes from license/tag fees, forfeitures from poachers, the excise taxes on arms and ammunition, donations, range fees from Ben Avery and the Clay Center, etc.


AZGF is one of the most underfunded agencies. Wildlife managers [Rangers] are required to have at least a undergrad degree in Biology, wildlife management, etc. and most have advanced degrees and they make less than a starting cop at Phoenix PD, Scottsdale PD, Peoria PD, etc.

Buying APX series radios, even on State contract, is going to be a fiscal stretch and AZWINS isn't built out enough for decent coverage. They will be VHF for a while.

They are going to go digital so they can encrypt. I can't say I blame them either, however, speaking from field experience, other agencies need to monitor them, such as the CHP, State Parks, counties, cities and the federal land management agencies. I don't know how many of those agencies will be able to decipher their encryption.

Scanner users think this is a problem. In reality - it is not an issue. If you have good radio tech, life is simple.

In saying "in reality - it is not an issue," do you mean for other agencies to decipher encryption or for scanner owners to decipher encryption? Some in those federal agencies are not LEO's and still need to hear some state agencies that might be encrypted. I think all the federal agency mobiles and handhelds are now digital capable, but whether they can decipher encryption is a question.


California Game & Fish applied for Statewide P25 on their analog Freq.

They have 2 repeater output frequencies around the state and many tactical frequencies, as well as 700 MHz extenders.

Agencies share their codes. Fire has PD codes for chase channels. PD has FD codes. This is the way it is across the country for many agencies. Some agencies have backdoors into their system for feds / other agencies to use a VHF conventional ENC channel into the system. There is ALOT that not public. In reality, ENC sharing for agency radio is not an issue for dispatch / tac.

Scanner users dont qualify of course. Scanners users do not understand that technology has changed ALOT in the past few years.

All federal radio purchases have to support P25 conventional or better going back to at least 2003. They don't need "back doors" as they either arepurchasing multi-band full spectrum or the appropriate single band radios for a local county or state system.

Encryption keys are easily shared, common keys are agreed upon and OTAR makes life easy.

Only scanner people get annoyed with the use of encryption oh and hams who think it's the devil's voodoo.

If anyone spends time along the strip,, you will want to hear California. Fire, Sheriff & state work together & occasionally go across river for calls or follow-up.

Here in oklahoma the OWDC still uses there low band but also uses the state okwin system . which was paid for by a Homeland security grant .

Wins now covers roughly 75% of AZ.

I think you mean their UHF CI and State frequencies. DPS isn't on VHF-High.

ADOT, however, is, and I heard a dispatcher acknowledge a transmission on 156.2100 yesterday afternoon or evening. (I did not catch what transmission they were replying to.) It's the first time in quite awhile that I've caught anything on either of ADOT ECD's two VHF-High channels.

The state got major funding for the AZwins Buildout this FY

Lots happened in past year. Old thinking of 700Mhz won't work here. It's coming & it will work well for the agencies. People base signal off a Uniden which is bad thinking. In reality the system is built for Motorola. Yes the tech usually have tweaking to do, that's with any system.

Possible G&F may use Wins for tactical channels. Their vehicles already have,
Browning VHF UHF 700Mhz antenna.

Upto Arizona to decide if they want their system to merge with FirstNet. If so, that extends radio over cellular. It can be used permanently to fill in a bad area = no plan for RF in that small area.
New Motorola tablet radio (which will replace the APX series portable) have cellular built in.

I manage to live in the corner with negligible AZWINS coverage outside of the county seat.

There are two other corners of the state with much worse AZWins coverage that your corner, based on the Location in your profile.

There are places in Arizona where the nearest AZWins tower is over 200 miles away.
