Not sure about DOT, but Hwy Patrol is supposed to join AWIN. I am sure they will keep their VHF-High repeaters but will use AWIN as well.
AR Forestry is using AWIN to some extent but fire operations are still being carried out on VHF-High.
I would look for most, if not all, state agencies to switch to AWIN or at least join the system and keep their old systems as backups.
Other members on AWIN include:
Dept. of Corrections,
Numerous Counties OEMs and SOs
AR Dept. of Emergency Mgmnt
a couple Universities Police
Certain EMS agencies.
This list will grow and grow as AWIN is online longer. This is a new system so look for lots of people to join.
For a "Current List" of users look here http://www.awin.arkansas.gov/partners.htm I don't know that they are all online, but those are listed to be on the system.
