In your audio properties you should have Playback properties and Recording properties. Your Recording properties are what are used to adjust the feed volume going into the scanner.
If, for example, you have your scanner audio coming in on Line-In, then in your recording properties you adjust the volume so that the volume being sent out by your feed to RR is just how you want it.
Then, in the Playback properties you just disable Line-In so that you dont' hear it. Disabling the input (whether it is Line-In or Mic-In) in your Playback settings will not affect whether or not people hear your stream. It will only affect whether or not _you_ will hear it.
In Windows XP, just double-click on the speaker icon in the bottom right corner. Then you will be presented with the mixer screen. Select Options, then Properties, then Adjust Volume for Playback. Then you'll see all of the playback mixers available to select/deselect. Simply mute the one for the device that your feed is coming in on, such as Line-In or Microphone.
On Vista, you get to those properties in a different fashion. For other OS's, don't ask me
