I know there are issues with glendale pd, but is there a way to monitor avondale pd ?

Look on the RWC, I beleive Avondale is listed there.

Avondale was on Glendale's old radio system... they have also switched to the Phoenix RWC. They operate off of Simulcast G. Try the talkgroup 4499 as their dispatch. Everything else should be encrypted.

Is (or has) the RR Database been updated to reflect all these changes?

Glendale has been updated partially. Avondale has not been yet.

thanks for all the info, hopefully avondale will be up-dated soon on RR. Are there going to be any scanners developed that can recieve encryption ?? I just spent 300 on a pro-106 to monitor west valley

It's a violation of federal law to unencrypt encrypted communications without authorization. So no, there will never be a legal way for private citizens to monitor encrypted channels.
