Does anyone know if the current listed frequencies on RR AWIN list is before rebanding or after?

They're supposed to all be updated. You should be good to go.

As of October 20, 2011, all AWIN transmitter sites have been rebanded. This means that all frequencies that were in the 866-868 MHz range, have been down-shifted by 15 MHz. Please make sure your radios are reprogrammed accordingly.

The Arkansas State Police has applied to the FCC, to add additional channel pairs at a few sites across the state. More can be found at the FCC Web site.
