Not certain why, but the US Bureau of Alcohol, Tobacco, FIrearms, and Explosives is a conditional user of the Regional Wireless Cooperative in Maricopa County, Arizona. While they are not COOP members, they are using RWC for daily ops.

Look about halfway down the webpage for this:

"Conditional Participants
Federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
Conditional Participants utilize the RWC system for day-to-day operations, but are not part of the governing Board (RWC Governance Section 2.1.3)"

The ATF, DEA, FBI, and other three letter agencies are commonly also users of wide area trunked systems. I presume this is because it expands the area in which they can communicate with each other. WISCOM, ARMER, and I think the MPSCS also has a handful of federal talkgroups for various three letter agencies.

Add LWIN, MSWIN, AIRS (or whatever Alabama calls it this week), VIPER, etc.

Interoperability, coverage and cost...Why build out your own stuff when you can pay a LOT less to use someone else's?
