Some cities mandate larger buildings have BDA systems installed through building codes. That's the only way I see it ever getting done. It eliminates the game of "who's going to pay for this?" and during construction is the best time to install one.

It's actually a statewide mandate, has been for several years; the state building code (which covers anything local ordinances do not) has a section specifically mandating BDA installation if the fire chief says it's necessary. Based on the NFPA recommendation which came out several years ago.
