Attached is a partial screenshot for the available frequencies for my area. It is in Pittsburg County, Oklahoma.
I have these two frequencies saved correctly and they work, yet when they go off all I get is white noise. No conversations despite having up to four bars. My new scanner is equipped with the Diamond 77 antenna as well. Is there a reason for why they don't work right?

Possibly scrambled. It appears they could be used for sensitive radio traffic.
