i own a GRE-800 scaner and its great but the battery life stinks so i use to have a 396xt i was useing and thinking about buying one soon is their free programing software like the GRE has?

Indeed there is - FreeScan is the undisputed champ here (sadly, I've heard rumours that the other one, BCTool - is no longer being supported...). The website for the download, as well as the user guide hosted on our wiki (the only one of its kind, by the way) are linked below...

However before you go buying anything, a couple of questions need to be asked - did you charge and condition the 800's batteries properly? It takes several cycles before new batteries get to their full capacity. Are you using a separate charger (something you will definitely need with the Uniden), and if so, which one? Does it condition batteries as well as charge them?
These are all significant questions to investigate why you get poor battery life
