My 436 has started randomly moving from system to system while scanning and not following the numerical values. Is something going wrong?

Not enough info to go on here....

Lambton County -- Ontario?

Is this what you want to listen to?
150.39500 M 67.0 PL SarniaFS Sim Fire Services - Simplex FM Fire-Talk
163.12500 RM 1 CC SFRS Fire DMR Fire-Tac
166.17000 RM 1 CC SFRS Fire DMR Fire Dispatch

As previously mentioned, ensure the SERVice Fire-Talk is enabled in your configuration.

Also -- it's possible that you may not be close enough to hear it since it is a simplex channel....

The scanning order of the x36 scanners is "different". See page 51 of the manual for a detailed explanation, but a little snippet is below:

"The Database is scanned next, in order of creation. Then, Systems with no quick key (including created Quick Save Systems) are scanned and in order of creation.

"Conventional Channels and Departments within Systems are also scanned in order of creation."

For the other things. . .

You could try increasing your range to see if that helps with the out of range deal.

Sometimes simplex channels are not received depending upon how far you are from the transmitting unit. These are often low power frequencies and don't travel far (a couple of miles for a portable, at best).

I appreciate the info but my range is set to 50 and I have an outdoor antenna about thirty feet up and I live within 5 miles of the fire departments. It appears that it is just the conventional channels that are giving me the problems. Should I be id searching or Id scanning or does it really matter.

Thanks

ID Searching and ID Scanning are things you do with a trunked system. That's a separate thing from conventional channels/systems.

If you are withing 5 miles of the fire station, you should at least hear the base side of a simplex conversation. However if the unit calling the fire station is 1 mile on the opposite site (as in 6 miles away) and is using a portable radio, I doubt if you will hear the portable side of the conversation. Also, terrain is a factor if you have peaks and valleys.
