BCD996P2 programming the Thurston County 911 (WA)

So after two days, I am asking for help. My ninth scanner is the BCD996P2 and I cant hear any audio after programming with Proscan. The upload seems to go fine, and I have tried uploading State Patrol (successfully hearing audio).
Firmware is up to date. Not sure what else I may be doing incorrectly.
I have screenshots to see if I have the settings correct.

The Thurston county entry isn't checked. If you see any encryption then of course, it won't be passed to the speakers.

Also, FWIW, the control channel looks like to be 772.10625
