Several months ago I lost all listening channels. I came back here and started reading and saw that the MTS FleetNet is all in the 700's now, correct?
I programmed my scanner with FreeScan and pd sub from here and I can not hear anything, I can see the display geting hits but no audio. Am I correct in saying I need a new scanner and would the BCD996P2 work here for what I want to listen to. I see all police are (E) now but EMS and several others are not. So question is, can the BCD996XT work on the 700 freq for EMS and the rest of MTS FleetNet?

From what I can see in the database, the existing FleetNet is an 800MHz system. The 996XT will monitor it.
However, the new Public Safety System is a 700MHz Phase 2 system ( only appears to be in Phase 1 for now).

All emergency services are in the process of switching over and will be encrypted as they migrate to the new system.
Winnipeg Airport, some public works and school boards are in the clear.

Purchasing a 996P2 wouldn't make a difference since, there are no scanners are capable on monitoring encrypted radios.

In my case, I program what I wanted and that I can usually receive but I can not get any signal from the locations I have set up in my area using the 800 freq.
I did a freq search on all the freq I used to use, 858.0000 to 862.0000, and got no active signal at all. Like there is no trasmit on any of the 800 I used to track.
Kinda confusing trying to explain. I loaded the new 700 system and I get signal and hits with freq 1889 but no audio. So why am I not getting any audio? I have not been in this game in a long time and doing reading in the forum has not helped me.

The number you referenced as a frequency is actually a talkgroup of a trunking system not a frequency. I see you typed 1889 but that has not been submitted to the database yet. 1889 maybe an undiscovered entry you have stumbled on.

If you really mean 1899 then the reason you will never hear anything is the mode is DE or Digitally Encrypted. They want to freely communicate a patient's personal data without comprimising the patient's privacy and confidentiality openly over the radio.

There are a couple of dedicated submitters of data for the new PSRN system and perhaps they may have advice on how to monitor this system.

Because the users on the new 700MHz system are ENCRYPTED.

Because the 800MHz network has been shut down. All public safety users that were on MTSFleetnet migrated to the 700MHz P25 replacement system.

Great that cleared up lots for me now thanks. It's easier for me to understand in simple terms, thanks.
No other scanner will get me back into this game, I take it. I am close enough to get Kenora OPP still and still listen to that one LOL. ( this morning some guy cut a tree down on Main Street and posted it on Facebook via OPP, I heard).

There were some other things I listened to before like school divisons busing I assume that I can not get any more of those. because as stated above the 700 MHz is ALL encrypted. Basicaly my scanner and anything new is all good for nothing, sad.

I see there are some non encrypted in the database which are probaly out of range for me I should get some channels if not encrypted, is that right?

If you’re looking for another hobby, try using Unitrunker and mapping out the system. You can track radio ID's and talkgroups. It only requires a $40 RTL dongle and free software

When I was out in Manitoba, about all I found unencrypted on the province wide system was one school district and the airport in Winnipeg. If you're close to the Ontario border, it's doubtful you'll be able to receive them.

Looking into this suggestion, thanks. Looking at Amazon, I found this V4 Dongle and V3 that is more expensive. What do you sugest me to look into as for a dongle, please?
