Have a Uniden BC15X scanner I am trying to set up to use in the Helena area and am having a hard time coming up with the band plan programming, i.e. base and offset programming. Any help would be appreciated.

Might mention what your trying to program. Public service, aviation, federal, trunking, etc.
What software are you using?
Base and offset are for trunked system.

Hi & welcome to the RR forums:
If you are programming Helena talkgroups in this trunked system, then sorry to be the bearer of bad news but:
a.) your BCT15X won't track it. You'll need a P25 Phase-I tracking scanner, click here for full list of supported scanners
b.) Law enforcement talkgroups are partially-encrypted (mode "De") meaning that even if you listen with a supported scanner you may not be able to pick up all ops.

Yep the 15X does not do digital, you would need a digital scanner.
capphanes, check for a personal message, top right of page.

He's a newbie with only 1 post, so he probably doesn't have messaging yet.
