This freq (5170) used to be a numbers station,but not sure what it is now....

That's a Link-11 signal actually on 5171.0.

If indeed this is Link11, you can forget about trying to decode it. It's almost always found to be heavily encrypted - one of many such digital modes found on HF. NATO is assumed to frequently be the user.
