Dynamic talkgroups? I don’t believe I’ve ever heard these. I always use ID Scan… is that why I dont hear them? Or does CLMRN even have such a thing?

check to make sure it's in ID scan mode and not ID search mode.
This sounds like the most plausable cause. When scanning CLMRN, if it says "ID Search", that will tell you. To switch to ID Scan, simply while scanning CLMRN, press Function then Enter. It will toggle it back.

Any group 65000 and above are talkgroups for anyone who “roams”. I hear Waterbury a lot on them. I see a lot of enc groups as well. I have them all locked out

So in otherwords Doc...I shouldn't bother to put in the talkgroups since they are dynamic?
No. 65000 and up are random users. They can change at any moments notice. I would suggest lock them out of the database with the program software that you use to program it, or don’t use id search like doc has mentioned

Here's an advanced tip for you who operate in ID Search Mode.

I create a group called "Ignore" and enter the various ID's - then lock them out.

I also assign a quick key to the group that I don't enable.

It looks like this:
