Is there a way to set my BCT15X scanner to listen to this system?

Yes, it can do FleetNet. It's the same programming steps as the 996.

My understanding is that it will trunktrack the system, but it will only pickup analog signals. So you will be able to pickup EMS, but if you are looking for OPP or anything digital, this scanner won't be of use.... sadly.

I will just put in the Analog tg's and leave out all the digital tg's and I think this will work the best

With FleetNet's life expectancy low, that's a good move. Monitor what you can and save for a future new hardware purchase.
