Is there any truth to the rumor that the County will not permit any local departments to encrypt dispatch operations on the system? Oakland, Fairview, and Tenafly are encrypted on NJICS.

Oakland is not encrypted, they use encryption "as needed" which in the last few years I could probably count on one hand how many times they've used it.
