PD is using V-TAC 13, U-TAC 43 and 8-TAC 93, all patched
158.7375, 453.8625, 852.5125 all PL 156.7

EMS is using V-TAC 12, U-TAC 42, and 8-TAC 92, all patched
154.4525, 453.7125, 852.0125 all PL 156.7

As stated above, West Side PD is encrypted. Agawam has details for traffic and typically use their secondary channel.

As W1KNNE said, the V/U/8 Tacs are where most Big E traffic will be found.

Also PD is patched to LPS-10 on the MSP SmartZone and CoMIRS systems. In years past, I lave heard LPS-9 used on particularly busy days, usually the 2nd and 3rd weekends, however the weather didn't cooperate this year for the 2nd. Also look for the SOPS TGs, I think i heard some Big E related traffic on SOPS-4.

I have't heard much traffic from WSPD about, uh traffic, that could be on one of the enc channels as I know in years past when they were on 800 some of their traffic details popped up their, but it was infrequent. However, the Shuttle Bus for the offsite employee parking lots channel has good range and the drivers frequently report ETAs and delays.
