blip, bleep, blop, bling

for about a week now i have been receiving a transmission lasting for about 2 to 3 seconds and the best i can describe it is a "blip'', "bleep", "blop", "bling" sound in a fast succession you can tell it is a human voice, either real or synthesised,
and then goes quiet. its happening about every hour or so, and sounds like the same sounds every time, like a computer automated call sign or some kind of a id. i live in the greater metropolitan area of owosso. ha-ha. the frequency is 407.775. RR says it belongs to the u.s. postal inspectors out of detroit, about 80 miles away. am hearing it on my 996p2 using the supplied antenna, from a site i entered with about 200 vhf/uhf fed analog frequencies. im thinking its a encrypted channel, but i dont know. is anybody else hearing it?

Likely P25 and ENC, did you get a NAC ?

95% of my monitoring of the USPS has indicated ENC for their transmission.
Altho the DB might say Detroit, they have multiple Repeaters across the country, to cover the areas of responsibility. Likely Only the Detroit info was submitted for DB inclussion

i know what p25 is but you lost me after that. never heard of enc before. please educate me. if i remember right the nac was 482, i think, yea im almost sure. then i thought they could be in my area investigating something. and using a portable "base on wheels" thingy. voice was very clear, and no static. i do get fbi, and atf quiet often because they have offices in flint, michigan about 25 miles away and they have been always in the clear. with there transmissions, and have heard them both on p25-1 owosso system and on vhf/uhf. there transmissions are quick and short, and have never heard them rag chewing.

ENC = shorthand for ENCRYPTED

Conventional P25 is what you are calling p25-1
Don't get confused on the Phase 1 and Phase 2 P25 - those are for Trunking, not Conventional

Many Federal Agencies, have the Radios set to ENC 100% of the time. Sadly, but don't loose hope, there are a few times you get Non ENC, it just takes persistance.

Most of the USPS-PIS is signing on/off the air, fuel and mileage, along with Bldg Alarm Responses. It is not like what you get with the other Federal Agencies for Surv Ops.
