Even with a MotoTRBO radio, you must still get the digital system key, and programming template, cables, RIB etc.... They don't come pre programmed, and to get the key, you need permission from the city, and unless you have a NEED of it, it ain't happening. If they are running encrypted, then you need the encryption keys each and every day, or have the unit set for OTAR, again that requires direct permission from the agency running the system, and again... Without a NEED you ain't getting it. NEED would be the following: Your involved with the operations of that radio system. (If so why don't you already have one?) You involved with an agency that uses the system. (Again, why don't you have one already?) Your a CREDENTIALED member of the press. (Hmm, why don't you have written permission to monitor vias a radio on the system, and you would already know how to get a radio, and get it programmed etc...?)
Radio safety and security has come a long way since the days when all you needed was an HT with Transmit disabled. Not to mention a MotoTRBO HT is around a $1,000.00, mobile is what $1,500.00 or so? Not as bad as an P-25 HT at $3,000.00 plus. But to purchase or lease one, see your local friendly Motorola Radio dealer/shop.
All scanners have discriminator tap points. You must wire in a cable with plug to plug in to your PC to use various softwares for analysis etc... The newest scanners come with a data port that is a direct access to the TP output. You just have to go get a patch cord and download the software.
