When monitoring after and during earthquakes the best channels to listen to are Utilities, Caltrans and the Highway patrol. These are used in a wide area in the effected area. You will hear units checking dams, river ways and highway bridges. Local PD will have little activity. Local FD may have activity if the EQ has happened locally.

Most fire departments in California will get out of the station and do an area check of their first in area after a large quake.

Years ago, CalOES use to do a "Roll Call" on the "CLERS" a.k.a. California Law Enforcement Radio System ( Formerly called "Law-Net" before CLERS, and before Law-Net "Inter-City") Nets with the affected Counties after each monitored shaker.

Most FD's will do a unit check and then a roll area check within minutes of the quake. After that, you won't hear any quake related comms unless there's damage, fire, or rescue ops in that area. I.E., if there aren't any local problems, you probably won't hear anything after the first fifteen minutes.
