Capital Police in Delaware is a police force that is responsible for policing (state) government buildings. This would be legislative hall, etc. Also the court-houses in the various counties.

Not sure. Maybe a constable?

That's more than likely the case. At least in the Pennsylvania District Courts, constables are the primary security and handle the prisoner transports. It sounds like Delaware is the same way as far as the JP courts are concerned.
