well we got permission from the chief. cuz our group goes around and patrols by car also. so we got permission from them and they dont care. i dont think duluth really cares about that law. like a cop told me "we have bigger fish to find"

First off, I don't think getting permission from the chief counts and second, if you go anywhere else I doubt that'll fly. Just my two cents.

You should apply for a permit from the BCA to make your mobile usage of scanners legal. To get the permit you need permission of the chief of the dept you want to moniter which you have.
Since you are a group looking for law breakers you should try and keep you operations above the law to better maintain the credibility of the organization.

have qrz, arrl, now in my bookmarks. Just had a friend get his operators license, but he bought an online quiz and couldn't share it.
Also; me and a friend we're talking and thought another good answer would be to listen via radioref live on a computer and or on a smart phone, probably still a no no but it would work without a scanner in the car.

Go online to American Radio Relay League | Ham Radio Association and Resources and look for their License Manuals. You probably would want to start with the one for the Technician class license. They sell these by mail, or you can perhaps then find them in your local library, but at least you'll know exactly what you're looking for. Most of what's involved in getting a ham license these days involves only memorization of the exam answers.

i heard that there changing the rules in July anybody know what kind? thankn you for the help everyone.

The rules arent changing, but the question pool they draw the questions for the exam is changing, They change this every few years. The link for the book i posted earlier is good after July 1st. The book contains the entire question pool that will be used.

I have to admit that I was shocked since he only got one wrong!

Remember that the BCA permit only allows you to scan the frequencies that they list.
