I am feed provider for Clark and monitor all the MARCS channels I know of, yet Champaign had a call today and as they dispatched 83 D and I looked under the description and found no channel TG labeled as or for 83 D, Is this like 92 D for the chopper?

Most likely 8TAC92D 851.5125 or 8TAC94D 853.0125 analog FM.

Nope. See the post by @rcid1971.

Quite a few departments are starting to use the 700 MHz Interop frequencies for fireground situations.
