Keep in mind that Viper sites are licensed throughout Troop H ... just no activity yet.
Check out the specific callsign, depending on where you live in Mecklenberg County, for the trunked frequencies associated with that site:

WQCS908 (Union County / Monroe - NCHP Troop Hdqtrs)
WQCS911 (Cleveland County / Shelby)

There will also be sites in Mooresville and Barium Springs, and it's possible NCHP units in the north end of Mecklenberg Co, particularly when working the interstate, might affiliate with one of those sites more-easily than the Huntersville - Babe Stillwell Farm Road NCHP site.
