Thank you to those who agreed with me and to those that didn't no hard feelings just opposing opinions I guess. And yes some punctuation and spell check was needed, as far as this issue I am done with it there will always be conflicting views of how this matter should be handled. As for drinking the encryption kool aid you better get those cups away from the CPD because even the EMS will have encryption capabilities in there radios when they go live with the new P25 system. But please understand I don't want to take away anybodies ability to monitor it but if your not in range or don't know how to use a radio there is no need to listen or incentive to learn this great hobby that we have enjoyed for years now. Let alone the public safety issues that have been voiced here on this thread. If its available to use people will use it thats just a fact and when you make it increasingly available its only a matter of time before it falls into the wrong hands or attracts the wrong attention from people who will want to put a stop to all clear radio transmissions for fear of officer safety. You know my opinion and this is the last I will say.

The hood rats love streaming. Most dont have the brains to understand pl/dpl tones or program a system but with a smart phone the will download the app and listen in. They teach each other how to do these things.Last Fri night another person had an i phone snatched at Michigan and Washington. The hood rat that did it was last seen fleeing through Millenium Park. A few days prior to that, Officers caught one of these hoodlums and recovered an i-phone after a several block "on and off" cat and mouse foot" chase. The thief dumped the i-pad that he took from the victim. rbrtklamp2 is right, keep this up and get ready for more encryption. I can see streaming small Barney Fife towns but streaming zone 4 is a poor idea. The Police are short handed there and the place is swarming with thieves praying on the yuppies that live and work downtown. I know of examples where the CPD has found some very bad people streaming patrol zones. If they ever come online with the new P25 Digital system, there will be ENC on tac and gang channels.

No P25 system scheduled for CPD at this time. Narrowbanded almost all the Zones, City-Wides by year's end. Additional channels added to all radios when they bring them in for "final programming" be next year prior to Narrowband deadline of Jan 1, 2013.

With the new city budget that was just passed, 3 of CPD's 25 districts are going to be closed and merged with other districts (13, 19 & 21), and the 5 Area HQ's will condensed down to 3.

Although no details have been published, it looks like they're planning to merge the 19th with the 23rd (pretty much the way it was before they split in 2 in 1975), the 13th with the 14th, and 21st with the 2nd.

I would expect some rearraging of the radio zones when that happens.

Criminals misusing radio to further their crimes

Speaking as a person who has been around radio since the mid 50's, (yeah, I know, old), I wish to call everyone's attention to the Communications Act of 1934. This federal law makes it a federal crime to use or divulge any information garnered from the reception of ANY radio transmission to commit a crime or for personal gain.

If police departments at all levels would involve the feds (assuming our government would prosecute) these hoodlums could face federal charges and possible incarceration in a federal prison for their crimes. Instead, what do we get? Cries for more money spent to encrypt and deny lawful reception of transmissions from government entities that our tax money pays for. Just another attempt to deny the citizen taxpayers the right of oversight of their government officials.

Deal with the abuse. Don't paint the honest people with an overly-broad brush. I have been monitoring various radio transmissions for a long time and NEVER ONCE have I misused any of the info I have heard, nor have I EVER committed a crime with said information.

That is not a long story short. It's long. And needs some punctuation, spell check and capital letters. And kids still don't know how to use a live feed to commit crimes.

What make you think kids dont know how to use Live Feeds to commit crimes ?.Just because your kids dont know how to use feeds on a Cell Phone dont think other kids cant .Spell check and capital letters may have helped but it sure looks like you could understand the post.

Because live feeds don't enable people to commit crimes. We've been down this track thousands of times, and it still isn't true. Now back to the thread.

It'll be an interesting time for listening when it occurs. I'm thinking they could possibly reduce the number of radio zones from 13 to 11 freeing up 2 for other uses.

I'm sure the beat boundaries will be redrawn. I wonder if the actual district boundaries will be too.

Interseting

This should be interesting to see how all this plays out. I don't for see the reduction in radio channels. I see the need for more as suggested. The layout will be different but I guess that's to be expected. I'm just curious to see how this is going to play when doing reports etc at the station.

In a perfect world CPD might have individual dispatch channels for each District, but that would then require many more dispatchers and support staff as well as hardware. Radios and infrastructure are (relatively) cheap, but the personnel costs would prohibit that.

My question here would be: Are these 3 new Zones being considered being converted from existing Citywide's, new 460 interstitials or UHF-T band channels? By extension, would they be staffed by dispatchers now assigned to Citywides or new positions?

One more question: Are the various Zones staffed with dedicated calltakers per Zone or are 9-1-1 calls handled by a shared pool of calltakers these days?

I can't see how they're going to add 3 new zones, with the the required staff to operate them if the new budget calls for layoffs in the 911 center. Unless they plan on taking those 3 zones from the existing Citywides..

Some of those layoffs will be calltakers so I don't see them hiring additional staff.

The 3 new Zones are coming from the new narrowband frequencies. Call-takers are on the floor and not assigned to any specific Zone. Not sure on the staffing plans at this time.

I don't understand why they would add 3 new zones when they are removing 3 districts? The 13 to 14th would still be zone 3, 2nd to 21st would still be zone 5 and 19th to 23rd would still be zone 2. They would just be single district zones like Zone 7 is.

Actually from what I'm now hearing, 13 is not merging with 14, but will be merged with the 12th District, which would put 14 on Zone 3 by itself. However, that doesn't really change anything except the area now covered by 13 would be heard on Zone 13 instead of Zone 3.

I'm wondering how much of a renumbering they need to do though. Basically they'd really only have to renumber two districts if they want a sequential system....25 & 24. One could become the new 13 the other the new 21. 23 would just be swallowed up by 19.

Knowing how the city operates sometimes, the conversion will probably become a convoluted mess by them renumbering all of the districts

I could see a north/south sequential numbering system eventually. 2 Detective Areas are being eliminated, a Central Homicide Unit will be created. From what I see on the blogs, it appears "non-Homicide Detectives" will be working out of the Districts. So you have a burglary, you make the call to your District Detective, who in turn orders Forensic Service (ET's) to the scene and hopefully prints or physical eveidence is preserved due to the "timely" response. Mimicking the suburban departments it sounds. Same thing for Aggravated Batteries/Homicides except you call the "Central Homicide Unit" and the ball gets rolling. Expect Radio Call Sign changes AGAIN...lol! Like I said previously, 2012 will be a big change for CPD. all Zones and city-wides are/will be narrowbanded, Radio Call Sign changes, District consolidation, Radio Zone changes. I know myself and quite a few will be watching the changes in the upcoming year. Oh...let's not forget CFD's conversion to Digital. My head is spinning...
