I assume we will never know. Has it been recovered yet? I know what a balloon is and how it they work. However with out knowing what the "payload" was no one can say it wasn't being controlled.

Compare that plot to the Jet Stream. You'll find it matches pretty closely.

The only control they may have is altitude, which puts it into different currents and different courses. The ability to change altitude is limited.

Google Loon project went through all this, and it's part of the reason it was cancelled.

You’re also looking at it on a flat map. On a globe it would probably be more apparent it’s following some upper level air current.
