What is this that I'm hearing? Seems to be a mix of French and English. Sounds like Fire Dept. (or atleast access from them heard Campbell's Bay First Responder 8110 call central (Fire) dispatch)?

I believe this used to be a CTAO or now referred to as Coopérative des Paramédics de l'Outaouais Frequency before but now I see it listed as CISSS de l'Outaouais.

Frequency is 158.940 PL 110.9 with mention from Campbell's Bay which isn't far for me.

Actually, it is quite possible that Campbell's Bay FD has two different dispatch depending if it is a fire or a medical call and what you are hearing is a frequency used by one or multiple fire departments (first responders) for medical call. Campbell's Bay is dispatched by the Sécurité publique de la MRC des Collines-de-l'Outaouais for fire calls, but medical calls for this municipality are done by the Centre de Communication Santé de l'Outaouais (CCSO). The CCSO split from the Coopérative des paramédis de l'Outaouais around 2013-2014.

It is not usual for fire departments in Québec to have two different dispatches when they do medical calls. To give you an example, Lévis, which is a town with a population around 150 000 is dispatched by their own call center for fire calls and are dispatched by CAUCA in Saint-Georges for their first responder calls.

Thanks for the info. I would've thought EMS dispatch would have been on the RENIR system, unless it piggybacks on it somehow as well.

You say that multiple dept's could use the frequency. In my case, I do actually have other PL tones marked down as heard on this frequency at other times. Just not nearly as much as the one for Campbell's Bay, which is not all that active, considering how rural of an area it is. Campbell's Bay is one of the very few English services in the area, so it's of interest when something comes on the radio other than fire.

The other frequencies to note also are:
158.940 PL 88.5
158.940 PL 91.5
158.940 PL 146.2
158.940 PL 162.2

EMS dispatch is probably actually on the RENIR, but it is possible that they only do the dispatch for first responders on that frequency or that they patch a RENIR talkgroup on that frequency when required.

For example, Alerte Santé system in Montérégie is patched on RENIR for first responders only when first responders actually have a call.

That would probably make sense. More like page the fire department out for first response on that frequency for medical response calls, while the ambulance (on RENIR) is still responding from elsewhere. Again, very rural area so. . . .

They use 153.890 for first responders in Val-des-Monts area and there are still active licenses for 158.640 and 153.740 which also might be reserved for first responders and/or a backup plan.
