Looking through the VIPER listing for Granville County, I don't see any listing for the City of Oxford's Public Works (Water / Sewer / Maintenance). Looking under the older listings I see a legacy VHF frequency of 154.115 for Housing under Public Works. Is anyone aware of any VIPER TG's assigned specifically to Public Works?

When local municipalities joined Viper no local trash public works or transportation ( buses ) couldn’t be on viper I am sure that is still enforced

Enable ID search or wildcard talkgroup if your scanner supports it to detect undocumented TGs to determine if they are indeed on VIPER

That license has long expired (in 2004). Quite possible they've moved elsewhere or no longer use LMR radios if no activity here currently. Only active FCC license listed for the city is WNUX411 (police). I'm not seeing any radio shop systems documented for your county either but that may be another possibility

VIPER is for public safety use, though that definition is sometimes expanded it does not include any local public works as @KB4SHP said above.
