City of Oxnard PD 800 MHz System: Revisited

There was an old thread about Oxnard licensing 800 MHz frequencies for some purpose still unknown to us. I've been listening off and on since then, and every once in a blue moon I'd hear something from a four-digit radio ID on the lowest frequency, 854.3375 MHz. This morning, my SDR captured one of those keyups: NAC $3B9, simplex, four-digit radio ID, no encryption. All that was said was "I'm constantly looking back at my mirror and I'm looking at you", which doesn't tell much about what the channel is used for. At least we know it exists, so anyone closer to Oxnard than me should load the frequencies in their scanners and see what NACs pop out.
