For example... In my area, a city agency switches to a specific talk group for SWAT call outs that is supposedly encrypted according to the database. When I listen, I can always hear city dispatch and never the city units.

Are you talking about Pinellas?

I hope they don't read this..

But TPD has several more tactical talk groups not in the database. The last two SWAT call outs I've tuned in to, dispatch is in the clear but the units are not. Kinda like listening to Tampa Fire talk to themselves.

You gotta remember, ProVoice TGs (or ProVoice capable radios) will never show up in any way on a scanner (non-modified). It's not so much about the TG being ProVoice, but whether the radio is capable as to whether it shows up on a scanner. I've experienced what you referenced about dispatch being in the clear. For example, SO command calls aviation on the digital aviation TG, and you hear dispatch, but not aviation. Don't forget that Tampa/Hillsborough is partially ProVoice, not encrypted. Nothing in the db that indicates that Hillsborough is enc.

Motorola encrypted TGs/radios will produce the alien robot, so at least you know they exist. So, if Clermont was using an encrypted TG or radio, squad should hear it.

I meant to say city units using Provice, my mistake. The database does claim encryption on the ERT talkgroup, not sure how reliable that is. I know that Provoice on EDACS is different from Enc on Motorola, but I was trying to convey the concept that we may hear nothing, or in the case of Motorola, alien sounding transmissions for some units while the others don't know the difference because they got the keys.

Bottom line is, a scanner user should be able to hear a Motorola encrypted radio/talkgroup.

109, you misunderstood me. The "Eagle One" might have two radios or channels (one in clear, the other crypt). How much do you want for your scanner? I have upped my offer to $50 bucks.
