CLOVIS Police. RACK or RAT reference

Heard Police refer to bringing either a Rack or Rat to a scene, "I'm bringing a Rack (or Rat?) with me" but further listening didn't give any clues as to what was being talked about or what the crime or problem was

Any ideas on what a Rack or Rat is? It might've been Rac instead of Rack, but not sure though.

Could it have been "wrap"? A wrap is a restraint device for immobilizing extremely uncooperative detainees.
