You need to narrow it down some, where on the Ohio river. In Kentucky around Louisville, Where it meets the Mighty Mississippi? Does it flow out of Lake Erie? And then ask in the State forum for the area.

I live along the Ohio River and marine navigation is busy but the CG is minimal, I hear 157.1 for broadcast, 157.05 and 157.175 the most for the CG communications during events like the Stern Wheeler festival. http://www.navcen.uscg.gov/marcomms/high_frequency/default.htm
