Code 36 Echo

Any idea what a Code 36 Echo is? I have an idea what it might be but not positive?

Context? There is a Protocol 36 for Priority Dispatch however it shouldn't be in use anywhere right now and doesn't include an Echo determinant suffix (only a-d).
