So if this license is approved it looks like the county will have a portable repeater to use for incidents. (probably sparked by the E Palestine derail, although it was filed by the SO and not the EMA)

Vehicular repeaters (MO3) like the Pyramid SVR. The only reason for the FB2T was the initial application was rejected because you can't get an 800 MHz MO3 only license (90.613) so the coordinator added the FB2T to the amended application

They could have used the FCC waiver process for a MO3 only license but it's probably easier to just add a a phantom base/repeater to the application.
