I think most places made policies to not use codes anymore because of the no more codes during mutual operations. It is difficult to switch how you say what when you are used to using codes all the time.

I think they're saying "raised priority" and I assume it means the call has been raised to the top of the queue.

That makes sense. Difficult to hear the final consonants if that's the case.
