I Have Been Told That There Is A Frequency That Can Used With Fcc Approval On A Temporary Basis For Aircraft Control At An Event Such As A Heliport At A Nascar Race.

Well when I go to the race a Watkins Glen, there is alot of helicopter activity. All traffic is coordinated by the event Air Boss on the 123.45 frequency, and has been for as long as I have used my scanner up there. This frequency is a "common" channel, like truckers may use Channel 19. Even the aircraft that do the flyby before the race use this freq to contact the air boss and coordinate their arrival with the National Anthem. I don't know if this is what you are referring to but is about as close as I can think of.

Frequencies in the 123.xxx range are commonly used for air-to-air comm and events like this.

123.450 is the "air" channel for Sears Point and Laguna Seca Raceways. Also found it being used by news helicopters covering the same story.
