Comparing 396xt to 436hp in nj

How do these 2 compare in NJ? I need to cover most counties (Union, Essex, Hudson, Bergen, Passaic, Somerset, Morris, Middlesex, Ocean, Monmouth) also Staten Island NY. All PD, FIRE & EMS channels. Will I miss a lot using the 436hp as I see the difference in range. The 396 range is 25-512, 764-956, 1240-1300 & the 436 is 25-512, 806-956, 1240-1300.

436hp is phase I and phase II . 396xt only does phase I

Frequency Coverage:
25-512 MHz
758-824 MHz
849-869 MHz
894-960 MHz
1240-1300 MHz

In answer to your question the scanner you would want to use is the 436hp.
