Confused about no radio traffic

Hello, I am relatively new to this hobby so I'm trying to understand something. I am in the santa cruz area and have been reading on the database. I can pick up CHP no problem on 42.540. I can not pick up santa cruz sheriff on 155.565. I have also tried to pick up santa cruz county fire on 154.325. From the DB pages, I am assuming these should all be NBFM but not understanding why I don't hear SCSO or SCFD. I am guessing user error here, but not sure where I am failing. Can someone point me in the right direction ?

SO Blue is 155.565, it is narrow band FM. Location may depend on you hearing them or not. You could try SO Red, 154.950, which is their secondary channel.

CHP Low band is wide band FM, so you should have your CHP channel set to wide.
