For whichever system that covers your area in question, there are one or more sites that might carry the radio traffic for Baldwin Park, Generally, the one closest to the city would. Depending on how that specific system is set up, as well as the location of the unit making the call, there could be additional sites that also carry the radio traffic.
When a unit tuned to a talkgroup for that city starts a transmission, the system controller assigns the conversation to a voice channel on the site(s). Data on the control channel for the site instructs radios (mobile, hand-held, or fixed location) tuned to the same talkgroup ID to go to the specific voice channel frequency. If another unit, on the same talkgroup, does not immediately reply, when the reply does come, it could be on the same voice channel as the first transmission, or on a different one. The data on the control channel tells the field units where to go to maintain contact. The radio traffic will be on the assigned voice channel, not on the control channel itself.
