Does anyone if the Columbus Police Swat is encrypted? I have been listening tonight and here conversations from time to time on tthe Swat main channel but its like every 40 mins or something.

They primarily use NEXTEL for all comms most of the time. You only hear them if they are having problems with it. That's why it's a hit or miss listening game with them.

I remember one time I was in Dublin visiting my grandparents we were listening to them talk on one of the SWAT channels, they were following somebody by air and ground. Something about a murder suspect...

Well to answer the second part of the question, they are not encrypted. And as the gentleman said, they primarily use nextel.
