crazy NOAA radio broadcast

After a recent lightning storm, my local NOAA radio went off the air, and when it came back, it sounded like digital packet radio broadcasts.

I hooked up my old MFJ-1270 TNC and decoded this:

When I tried that all I got was:
ALL YOUR BASE ARE BELONG TO US
