It's confirmed that Cumberland County has been approved to move all public safety communications to STARS. They're still very, very early into the transition, so no TG's other subscriber radio information yet.

Buckingham County Sheriff switched to another system or frequency recently but I have not been able to figure it out.
I can guarantee they’re P25 conventional. Their FCC license showed one P25 emission designator. So their existing frequencies are probably all P25 conventional. Drop the CTCSS code and put it in NAC Search if your scanner has it, otherwise delete the CTCSS code and just wait

Did you ever find the NAC for Buckingham on 151.31?

Did anyone ever figure what Buckingham Sheriff switched to or if they're digital? I've been there twice now and didn't receive any analog or digital transmissions on 151.310

Cumberland EMS is currently using STARS Mutual 3, not sure if it's patched or how long it's going to be using it.

Any idea why Cumberland Co didn't get their own TG, and is using pre-existing interop channels instead?

I'm assuming it's temporary. They might not have had encrypted radios with radio authentication, once they do they'll probably give them their own talk groups and secure them like everything else on the system.

Hmmm.

These are the RID (w/ aliases, where available) on MUTUAL 3 (Cumberland Co EMS):

6071452 (VSPPS009P)
6071456
6071568 (VSPD3PS09P)
6071570 (VSPD3PS11P)
6071578 (VSPD3PS19P)
6071584

Your guess is as good as mine as to what that means.

My guess? Virginia State Police, Division 3, Public Safety, Spare 19 Portable. I could be wrong...
